At the beginning of the game in Pallet Town, there is a hill with tiles of grass and in the grass, there is some good evolutions level 1 so everything can be a bit of a challenge to level up. The pokemon are as follows: Gyarados, Blaziken, Salamence, Pidgeot, Metagross, Rayquaza, Alakazam, Machamp, Golem, Gengar, Mewtwo, and Salamence.
