Bulbasaur can be located at Lilycove City!

Charmander can be located at the end of Route 120!

Squirtle can be located at the beginning/end of Route 123!

Eevee & Beldum

Eevee can be located at Slateport City!

Beldum can be obtained as an Egg Pokémon from the Woman outside Fiery Path! (Also from Steven)

   

Omanyte & Kabuto

Omanyte & Kabuto can both be located on the shore of Mossdeep City!

Lapras & Sudowoodo

Lapras can be located on Route 124!

Sudowoodo can be located at Fortree City! (Also at Battle Frontier)

Articuno, Zapdos & Moltres

Articuno can be located on the higher tier of Meteor Falls!

Zapdos can be located at Victory Road by the Surf Area!

Moltres can be located at Ever Grande City!

Mewtwo & Mew

Mewtwo can be located at Artisan Cave at The Battle Frontier

Mew can be located at Faraway Island after receiving the Old Sea Map

Chikorita, Cyndaquil & Totodile

Chikorita can be located on Route 104 above the ledge!

Cyndaquil can be located in Rusturf Tunnel!

Totodile can be located at Dewford Town

Raikou, Suicune & Entei

Raikou can be located at Sootopolis City!

Entei can be located at Route 121!

Suicune can be located on Route 125!

Lugia & Ho-Oh

Lugia & Ho-Oh can both be located at Navel Rock via Mystic Ticket!

Celebi

Celebi can be located at The Battle Frontier!

Treecko, Torchic & Mudkip

Treecko can be located at Route 115!

Torchic can be located at Route 111!

Mudkip can be located at Meteor Falls!

Dusclops, Tyrogue & Snorlax

Dusclops can be located at the Summit of Mt. Pyre!

Tyrogue can be received as an Egg Pokémon from the Team Aqua Grunt at Slateport City!

Snorlax can be located at the entrance of Mt. Pyre!

Jirachi

Jirachi can be located at Mossdeep City by The White Wish Rock!

Deoxys

Deoxys can be located at Birth Island via The Aurora Ticket!

There are four NPCs located in different areas that will sell you a variety of helpful items!
